2. Job Purpose
The Deputy Coordinator – Micro Credit supports the Coordinator – Micro Credit in the overall management of the credit programme. The post holder will be closely involved in visiting and overseeing unit/branch offices and in loan disbursement and recovery. He/she will be directly responsible for loan appraisal, verification and follow-up. The overall aim of the position is to strengthen the credit Programme so that it contributes to the organization’s long-term financial self-reliance.
3. Key Duties and Responsibilities
Under the guidance of the Coordinator – Micro Credit, the post holder will carry out the following duties:
A. Credit Operations and Programme Development
Field operations: Visit, oversee and support unit/branch offices, and remain actively involved in loan disbursement and recovery.
Loan appraisal and follow-up: Follow up of loan appraisal and/or verification of loan proposals and loans disbursement.
Branch and working-area selection: Advise on the selection of new branches and working areas, as appropriate selection is a prerequisite for successful implementation of the credit programme. Seek support from relevant area-level departments as needed.
Innovation: Take initiatives to introduce new approaches, techniques and projects in the implementation of the Micro credit programme.
Learning from other institutions: Liaise with other lending and financial institutions to develop new approaches for the credit programme, and put them into practice.
Policy development: In consultation with the credit management team, assist the Coordinator – Credit in developing suitable policies for effective implementation of the credit programme, and arrange for their circulation to the field as official circulars.
Formats and registers: Develop the formats and registers required for the credit programme, and arrange their printing, binding and timely dispatch from Head Office to the branches.
B. Staff Management and Capacity Building
Staff management: Make recommendations to the Coordinator – Micro Credit on all staff management matters for officers and staff involved in the credit programme, including training, transfer, promotion, disciplinary action and leave.
Training: Arrange the training required by staff involved in the credit programme.
Performance records: Maintain performance reports of credit programme staff, to be used as a basis for promotion and other staff decisions.
C. Fund Management and Resource Mobilization
Loan fund mobilization: As required by the organization, communicate with the appropriate authorities, donors and financing institutions to secure loan funds.
Branch fund management: Assist the Coordinator – Credit in ensuring sound fund management at branch level.
D. Monitoring, Reporting and Evaluation
Donor reporting: Assist the Coordinator – Credit in preparing monthly, quarterly, half-yearly and annual reports in line with the requirements of donors and financing institutions.
Programme reporting: Assist the Coordinator – Credit in preparing and presenting all required reports on the credit programme.
Monthly analytical report: Submit a monthly analytical report on the overall progress of the credit programme to the Coordinator – Credit on time.
Evaluation: With the support of the Coordinator – Credit, take the necessary steps to have the credit programme evaluated by internal and external evaluation teams.
Field monitoring: Visit at least two areas every month to gain first-hand field experience and monitor programme performance.
E. Other Duties
Comply with the organization’s policies, including safeguarding (PSEAH and child safeguarding), anti-fraud and anti-corruption, and code of conduct.
Perform any other tasks assigned by the Coordinator – Credit or management in line with the purpose of the position.
4. Key Result Areas
Loans appraised, disbursed and recovered in line with policy; healthy recovery rate and portfolio quality.
Reports to management, donors and financing institutions submitted accurately and on time.
Minimum of two area visits per month, with findings followed up.
Credit staff trained, and performance records kept up to date.
Sound fund management at branch level, and adequate loan funds mobilized.
Policies, circulars, formats and registers updated and in use in the field.
5. Qualifications and Experience
Education
Master's degree in Economics, Finance, Accounting, Business Administration, Development Studies or a related subject.
Experience
At least 3-5 years of experience in credit/microfinance operations in an NGO or microfinance institution (MFI), of which at least 2 years in a supervisory or management role.
Hands-on experience in loan appraisal, disbursement, recovery and portfolio management.
Experience in reporting to donors and financing institutions (e.g. PKSF, banks) is preferred.
Knowledge
Good knowledge of Microcredit Regulatory Authority (MRA) rules and the policies of financing institutions such as PKSF.
Understanding of branch-level fund management, internal control and credit risk management.
6. Skills and Competencies
Technical: Credit analysis, portfolio monitoring, data analysis and report writing.
Leadership: Ability to supervise, guide and motivate field staff.
Communication: Strong written and spoken Bangla and English; good negotiation and liaison skills.
IT: Proficiency in MS Office (Word, Excel, PowerPoint); knowledge of microfinance software (MIS) is an advantage.
Personal: Integrity, accountability, problem-solving ability, and the ability to work under pressure and meet deadlines.
7. Working Relationships
Internal | Coordinator – Micro Credit; Area, Regional and Branch Managers; Finance and Accounts; HR and Administration; Internal Audit and Monitoring units. |
External | Donors, PKSF, banks and other financing institutions; regulatory bodies (e.g. MRA); other microfinance institutions. |
8. Working Conditions
Based at Head Office, with frequent travel to area and branch offices (at least two area visits per month).
May need to work beyond normal office hours during reporting periods, audits or evaluations.
